Portland City Council approves $451 million budget
The budget vote by the Portland City Council was 5-0. Portland Mayor Sam Adams said the rate increases to water and sewer could have been worse, adding that the city saved taxpayers money by sticking with a 12 percent increase in water rates and 6.35 percent in sewer and stormwater rates.
